Guidelines for what is 'out of level'

3)  Out of Level Interaction
        Out Of Level or OOL, refers to anyone who you could not normally
        attack in your basic pk range.  (+10/-5)
        3.1)  In PK
                Helping or hurting anyone who is violent in a fight while
                either character is out of your pk range is strictly
                forbidden.  This includes any sort of action, from
                spelling up, to handing items, to closing doors.  Anything
                that directly influences the match.  The only thing that
                is legal to pass ool during a pk is information (on
                location or equipment or the like) but no physical
                presence is allowed.  You may not target someone ool and
                engaged in pk with ANY skill or spell.  This includes hunt
                and locate person.
        3.2)  Affecting Mortals
                Casting malevolent spells on mortals who are OOL is
                illegal and punishable by a slay/loot.  Casting beneficial
                spells including but not limited to sanctuary or heal
                while a mortal who is ool is fighting is also illegal,
                with or without their consent.  You may also not cancel,
                summon, or use any items on an ool mortal without consent
                as well.  This also includes anything else intended to 
                adversely affect someone who is OOL, such as giving them
                harmful or malevolant items.
        3.3)  Affecting Mobs
                Spelling up or down any mob that an ool mortal is fighting
                is illegal.  This includes casting ool calm for syphon soul.
                Fighting/Killing a mob an ool mort is fighting is illegal.
        3.4)  Bringing Aggresive Mobs
                You are not allowed to bring aggressive mobs to a location
                at which they are likely to affect ool mortals.  This
                includes bringing aggros to the city, the outer streets,
                to clanhalls, or into rooms with ool mortals in them.
        3.5)  Stealing Quest Items/Mobs
                You may not steal quest items or mobs on purpose because
                you know that someone ool is searching for them.
        3.6)  Equipment
                Taking/Saccing items from an ool player without permission is
                punishable by slay/loot.  This includes items in corpses,
                corpses themselves, fallen float items, or disarmed weapons.
        3.7)  Scrolls of Recall
                Reciting a scroll of recall on someone outside of your range
                UNLESS they are in your clan hall is forbidden.  Any other
                instance will be considered ool and you will be dealt with.
