Shows requirements to createa a clan

Requirements for creating a new Clan:
1. The player must be at least level 50.
2. A formal essay must be written to the immortals in petitioning for
   their clan, stating the main theme of their clans as well as laws.
   This must be received before the clan will be created.
3. You must choose a place for your clan to be headquartered.
   It can be located in most cities besides Altaren. (Ask first)
4. The clan leader must have at least 3 followers willing to join the
   clan.
